In 2025, International Democracy Hub (IDH) submitted this Stakeholder Report to the Committee on the Rights of Persons with Disabilities (CRPD) in relation to the Democratic People’s Republic of Korea (DPRK). The report assesses the legal, policy, and practical implementation of disability rights in the DPRK, examining gaps between formal legislation and on-the-ground realities, particularly affecting marginalized and underserved persons with disabilities.

Drawing on open-source research, UN documentation, and civil society analysis, the submission highlights persistent challenges including discrimination, limited access to education and healthcare, harmful practices, lack of transparency in budgeting, and the absence of disaggregated data. Through this report, IDH aims to support the effective implementation of the Convention on the Rights of Persons with Disabilities (CRPD) by providing evidence-based findings and concrete recommendations to strengthen accountability and international engagement.
