In November 2025, International Democracy Hub (IDH) submitted this civil society input to the United Nations Human Rights Council, in response to the Special Rapporteur on the situation of human rights in the DPRK’s Call for Inputs on progress in the implementation of UPR recommendations, ahead of HRC 61 (March 2026). The submission evaluates the extent to which accepted UPR recommendations—particularly those related to children with disabilities and inclusive education—have been implemented in practice.
Focusing on UPR Recommendation 130.144, the report identifies persistent gaps between formal acceptance and actual implementation, including limited access to inclusive education, lack of disaggregated data, insufficient teacher training, and continued structural discrimination. IDH proposes concrete, step-by-step measures—legal amendments, capacity-building, pilot programs, and international cooperation—to transform broadly accepted commitments into measurable, rights-based outcomes, and to support sustained international monitoring and accountability.
